Two impostor nuns fight over the lucrative market doorway at Saigon City Market, in Westminster California, the one who kicks back the most cash to Westminster Officer Bustos and his buds will win. Lt. Marsh clears the way for racketeers by having Bustos arrest shoppers and onlookers who object to the aggressive panhandling by illegal immigrants. Bustos arrests shoppers who complain, about panhandlers-in-nuns-clothing, he calls them 'trespassers,' and he tries to strong-arm the Market managers into signing citizen arrest forms, against the harassed shoppers. "Lt. Marsh is the biggest blow hard on the force, how many victims of gang servitude is he responsible for, countless is my guess! These beggars are frantic, they have to return to the gang with at least ten thousand dollars per day or they could loose a hand, if not a family member. We have asked the police numerous times to keep these aggressive panhandlers at bay, but why would they, there is nothing in it for them, they would rather arrest our good customers when they complain: cops collect kickbacks from these racketeers" -The Management
