Cork particles or cork waste material originally thrown out became a new resource when developed into cork rods and cut into disks to replace solid cork liners. These were used until the late 1960's. Here’s a great story from an old timer about these types of bottle caps.
If you peeled out the cork very carefully, you could stick the cork back on with the shirt sandwiched between the metal cap and the cork, then wear the bottle cap around like a button. We didn't have enough money to buy soda so these would all be found caps in the gutter. Yes, we were so fashionable back then!
