A sky representing Gandalf, specifically a �good morning�; is the aim of the painting here. I hope the comments below will explain the skies-made-man well enough. I found a marvellous place in Oxford to see just such a sky, it is called Tidmarsh Lane but the view is very much Bag-End/The Oxford Castle Mound across The Water/The Oxford Canal . With very few changes, this is the view Bilbo would have looked on when setting out or returning from his adventure. For more see the April painting.
All that the unsuspecting Bilbo saw that morning was an old man with a staff. He had a tall pointed blue hat, a long grey cloak, a silver scarf over which his long white beard hung down below his waist, and immense black boots. ~H 15.29-.32
AD April 15/25 April SR morning up to 10AM
Gandalf is dressed like the dawn sky; from top to bottom, there would be a sky blue �hat� overhead with brightening silver and white clouds like Gandalf�s scarf and beard. Cloaking the lower sky would be a grey not-yet-in-the-sun cloud over the horizon in the low ground or far distance
Gandalf means adventure, Gandalf means Fairyland. Fairyland comes upon Bilbo with the arrival of Gandalf � a land beyond the normal run of hobbits. Bilbo has entered a secret gate and will enter more such gates while adventuring. The adventure has begun, although Bilbo has not quite noticed it.

�Good morning� is a fine description of Gandalf�s costume. The very green grass bespeaks early morning, as when the sun reflects off a low cloud deck to enrich the green of the grass. Mare�s-tail clouds, which are a form of cirrus cloud, against the tall blue hat�s brim would match Gandalf�s eyebrows neatly.
I think Prof. Tolkien was fond of anthropomorphic descriptions of the sky. Tom Bombadil is also described in sunrise or sunset colours;

Then suddenly, hopping and dancing along the path, there appeared above the reeds an old battered hat with a tall crown and a long blue feather stuck in the band. With another hop and a bound there came into view a man, or so it seemed. At any rate he was too large and heavy for a hobbit; if not quite tall enough for one of the Big People, though he made enough noise for one, stumping along with great yellow boots on his thick legs, and charging through grass and rushes like a cow going down to drink. He had a blue coat and a long brown beard; his eyes were blue and bright, and his face was red as a ripe apple, but creased into a hundred wrinkles of laughter. In his hand she carried on a large leaf as on a tray a small pile of white water lilies. LR117.17-.27
