The story is set in Cold War-era Berlin and revolves around C.R. MacNamara, played by James Cagney, an efficient and no-nonsense Coca-Cola executive stationed in West Berlin. MacNamara's life takes a comically chaotic turn when his boss sends him a new assignment: to watch over and take care of his boss's wayward daughter, Scarlett Hazeltine, played by Pamela Tiffin. To make matters more complicated, Scarlett falls in love with a young East German communist named Otto Ludwig Piffl, played by Horst Buchholz.
