I don't think wind turbines belong in any category of aesthetic value. It takes too many rationalizations when you see what's really being done to landscapes. Passing off blighted, industrial scenery as "art" is disingenuous at best. Do these artists know that there are over 250,000 wind turbines on the planet with over 50,000 in America now? A few random turbines that don't disrupt natural vistas may be OK if one discounts their size, but their mass proliferation is just an eyesore plague. Putting them on mountaintops is especially disrespectful, and it's done a lot to maximize wind uptake. They are also highly inefficient for the acreage they hog and only produce about 30% of rated power, requiring constant backup. Very little CO2 has been reduced and their construction is fossil-fuel intensive (they wouldn't exist without oil).
