Your guess is as good as mine..... I think this is a demonstration of artificial limbs, placed on soldiers that lose one or both of their arms. Showing that they can fit back into society using these things, doing normal tasks.

Looking them up, they were made of wood, brass or copper. Some of them were painted with skin tones, these were not. They showed a lever of some kind on the arm that made it grasp or pinch. But I don't see those here, nor do I know how you would do that if you have two of them. It was a bit surreal looking, as they all casually have a meal.

I think the location is in France, judging by the mustache and wine and cheese course.
