This is C. Lindenburg and his fish store, Located in Berlin, Germany. He owned a store that was open to the air, in a time when the health code's weren't quite established yet. However to keep things fresh, it looks like they kept a fish tank in the back, and what I would assume is a large box designed to hold ice.
However even with all of that, I can't imagine how people didn't pass out due to the fumes, especially during summer.
