I did a little digging. This is not fully accurate. There is a constant flow of some of the data. Just not the full data. For instance GA might be waiting for close to 24 hours for my AW to tell GA how long someone is on my AW. So a visit to my AW that happened only an hour ago may show as a 100% bounce and zero time, but two days from now have been a great long, multi page visit.

Data processing latency. Processing latency is 24-48 hours. Standard accounts that send more than 200,000 sessions per day to Analytics will result in the reports being refreshed only once a day. This can delay updates to reports and metrics for up to two days.
