Born in Zanesville, Ohio, with the given name Golden Sands (my maiden name is Sands), Tommy Tomson arrived in Los Angeles in the 1920s. He become a self-taught landscape architect and in the midst of the Great Depression, and with little background, he obtained his first major commission when he was hired to create the landscape for Santa Anita Racetrack, which opened in 1934.

Six acres of park-like gardens included manicured hedges and tree-lined pathways. The focal point was the paddock. Brazilian pepper trees set an elliptical pathway around the walking circle, while all types of olive trees bounded the east and south of the garden. The 34-acre infield too was planted with flowers in tightly organized decorative patterns.
